  19. <p>     Even after his death in 1985, Enver Hoxha dominated the town
  20. and city squares of Albania. Statues of the dictator were
  21. everywhere, including a 30-ft. bronze monolith in the center
  22. of Tirana, the capital. But the legacy of the Stalinist
  23. strongman has come under assault in recent months, and last
  24. week Hoxha's statues were falling. Students in the capital,
  25. demanding that Enver Hoxha University be renamed, threw ropes
  26. around the monument and brought it crashing down.
  27. </p>
  28. <p>     President Ramiz Alia is struggling to keep his government
  29. from suffering the same fate. Since last summer, persistent
  30. demonstrations have forced Alia to promise reforms, but they
  31. did not go far or fast enough for the students. Assuming
  32. emergency powers, Alia sent tanks into the streets to restore
  33. order. Yet he also offered fresh concessions to the protesters,
  34. including replacement of the Cabinet with a more reform-minded
  35. regime. Late last week, however, a police clash with
  36. demonstrators resulted in four deaths. Though elections set for
  37. March 31 suddenly seemed in jeopardy, the larger question was
  38. whether Alia could hang on until then.
